Standard 04 – Finances

Funding should be provided to meet program goals and performance objectives.

Standard 4.1 – BUDGET

Documents to collect include the following:

A. State the process used to determine the program budget.

B. Highlight the pertinent discussion regarding budget in Advisory Committee meeting minutes.

C. Provide budget information and highlight pertinent discussion regarding budget in Advisory Committee minutes.

D. Rate quarterly budget status reports provided to instructional staff.

A. Rate the development of an annual budget for program operation

The training cost per student is reasonable.  During the first year of the program Oregon students are able to receive training from the Oregon High School Automotive instructor.  The second year of the program is delivered at Madison College.  The total cost of instruction at Madison College is divided by the number of students.  The second year of the program is contracted with MATC through the Dane County office.  Each school district is billed for the number of students that they have billed in the program.  Textbooks or any other material required for the second year of the program would be paid through the Dane County office either by district funds or grants from the Department of Workforce Development.  The Dane County Consortium Coordinator submits a budget request to the Dane County Superintendents .  This request is reviewed by the administration and approved.  The final budget amount is allocated by administration from data furnished.  The Dane County office contracts with Madison College for the second year of the program.  The program cost is divided by the number of students involved in the second year of the program.  These costs are either charged back to the School districts or through grant funds.

B. Rate the funding in terms of being adequate for program operation.

Funding is adequate for program operation.  Oregon students receive training through their school system.  Second year of the students along with materials needed are paid through the school district and grant funds.

The automotive program uses budgeted funds allocated.  The faculty initiates a purchase requisition for supplies, and equipment.  A current budget report is available upon request to the Dane County School to Work Office and/or Oregon High School Tech Ed Department.

C. Rate the extent to which the program staff is involved in preparation of the annual budget.

The Oregon High School Teacher submits a budget request to the high school administration.  This request is reviewed by the administration.  The final budget amount is allocated by administration from data furnished. For the second year of the program the cost of the program is through the contracted course at MATC and then charged back to local districts or through grant funds.

D. Rate quarterly budget status reports provided to instructional staff.

The faculty can request a budget status report at any time through the Dane County School to Work Office. The Dane County Coordinator meets with the fiscal accounting department to get an update of expenditures. Oregon High School staff are also able to get updates regarding their budget through their career and technical education coordinator and their administrator.
